Making a game with Creation kit

Im sure this question comes up often, but I have only found one answer on yahoo answers which said you could kinda make a game on the creation kit, but it would still have things like the skyrim menus etc. So if you dont feel like reading the rest then please just say "yes you can" or "no you cant" make your own game.

Herein lies the waffle:

I want to make a game which isnt much like skyrim. I just want to use skyrim as I like the models, textures and the feel of the game in general. In short I would like to strip out everything (quests, terrain in the world). So In essence I would have a blank canvas to with as I please. I also want to program my own game mechanics. Is this possible to some extent?

Skyrim also doesnt have a multiplayer so would I be right in assuming that I would have to create that content myself?

It's called a Total Conversion.
You can re-make the world as you see fit.
I also want to program my own game mechanics. Is this possible to some extent?
Are you a programmer? Do you have experience in programing video games?
If so, you'd probably realize that the CK isn't that kind of tool.
