Making an object stealable in an owned location

I have an interior cell which is owned by a faction so everything inside it has to be stolen - this is fine but a quest connected to that location enables 2 MISC objects at a certain stage in the cell. When enabled the automatically have to be stolen to be taken. The quest requires the player to take these items and then have a conversation with a NPC in that location. When player takes the items the NPC responds "You have to leave", the usual warnings and will eventually lead to a fight. Is it possible that I can make the items when enabled lootable without being stolen? The long-winded way I see is to remove the faction's ownership of the cell and go around all the other items and make them owned by the faction.
