Making My Own Audio Files

I'd like to get into making mods for FO3 at some point fairly soon. I've been making them for Morrowind for a while, and haven't gotten into Oblivion yet, although i'm sure I will. Does anyone know anything about making my own audio files for dialog? Like, what program would I use, maybe how to go about doing it or a link to a good tutorial, etc.? I also assume this same method could be used with Morrowind and/or Oblivion as well?

For a very basic overview, get a program like http://audacity.sourceforge.net/. Set the preferences to 44100 Hz mono. Save your files as .wav or .ogg.
Open an info in the Geck and use the Audio section near the bottom to create a dummy file (press record, then done then save). Overwrite the file that the Geck makes with the one you made with Audacity. It has to be in the same location and have the same file name as the dummy.

It should be yes. I made a tutorial on Audio Holotapes (in my sig) that covers alot of the basic audio setup.
