Making a power that makes an NPC friendly to you a crime.

A spell I recently added to my mod, well three powers really, they turn NPCs into vampires, but into Quarra/Aundae/Berne vampires instead... I have the spell flagged as hostile, so you can't just use them in some city, right in front of guards and stuff, without facing dire consequences for it. Is there something I can do with the spell, that will make it still upset guards if they witness it, and ideally random citizens of the nearby town, but keep the infected target itself from becoming hostile to the player? It adds the NPC into a shared faction as the player that functions correctly, and is an ally of itself by the way.

So I'm at a bit of a dilemma, I don't want the targeted NPC to become hostile, but I don't want surrounding citizens/guards to just stand around, not caring at all, that they just witnessed you turn someone into a vampire.
