Making a Pyro build

I'm thinking of making a character that will be a big ol' tank of a courier that brings fiery death to all his foes. He would wear power armor (makes sense roleplaying wise given all the fire around him) and he would wield a heavy incinerator, cleansing flame from GRA, and Ghenna (the unique shishkebab) from GRA. He might also dabble in explosives as well.

The first thing I am debating is weather or not to take fast shot with this character. When it comes to a Flamer both effects would be positive as greater rate of fire means more DPS, and the spread is actually good with this weapon as it just makes it's cone of fire wider without hurting accuracy. My main concern is when it comes to the Heavy Incinerator. It has a 0.5 spread, and that can make a big difference when lobbing fire long distance. It does splash damage, but half it's instant damage is on a direct hit, and the other half of it's instant damage is AOE so getting a solid hit matters. Taking fast shot would only increase my spread to 0.6, but I worry how big a difference that would make down range for long range bombardment. I was wondering if anyone here had tried a Heavy Incinerator combined with Fast Shot and could weigh in on the matter.

Strength + implant will cover weapon needs without wasting a perk

I like 6 perception as a baseline

Endurance I want a high number but not sure how much luck to lose for it

Charisma 1 because it svcks (don't argue with me here, I know all the facts and figures)

Intelligence 5 is good average

Agility 6 so with implant I can qualify for the slayer perk for use with Ghenna

Luck is up in the air as most of my weapons don't care about crits, but Ghenna does benefit from a high luck. I also would need 7 luck minimum to beat the sierra madre casino for the chip voucher which gets me lots of repair kits from all those chips

What it comes down to is that I know I want more endurance than luck, so for sure minimum 7 endurance and max 6 luck. I am debating on dropping luck to 5 and having 8 endurance for 9 endurance max after the implant. With a luck implant I could still reach 6 luck for some perks.

I guess it comes down to whether I want 20 higher HP, 5% higher poison resists, or 2% higher crit chance with Ghenna and the ability to clean out casinos (albeit slowly) including the sierra madre which in turn gets me the chip voucher to get me more chips for buying repair kits (even with Jury Rigging repair weapons are scarce).
