Making a spell that prevents Draugr from Shouting?

Hi all, hopefully an easy question here.

I'm working on a spell, that's supposed to be a variation on the old "Silence" spell that everybody remembers from past Elder Scrolls games (and pretty much every other RPG ever). Basically, the idea is that when cast, the opponent can no longer use their spells until it wears off. However, I've decided to make it affect Dragon Shouts as well, since they're pretty obviously sound-based.

I've done some research, and have seen people recommend I use the "Voicepoints" and "Shoutrecoverymult" actor values. However, I've noticed a few issues with these:

1. Actors are supposed to use a pool of Voicepoints (allocated by their class) to determine if they can Shout or not. Draugr can shout, but they don't actually have any Voicepoints. So as far as I can tell, damaging their Voicepoint pool won't actually do anything.

2. Shoutrecoverymult should work in theory, but just by playing the game, it seems like Draugr don't actually have any kind of cooldown for their Shouts (it seems to be player-only), so I have some doubts about that working, either.

So, has anybody got any ideas about how I could damage the enemy's ability to use Shouts?
