Making spells dependant on a perk.

I'm looking for a way to make spells dependant on a perk. In Vanilla Skyrim, perks (for instance Adept Destruction) only half the Magicka cost of spells that belong to that school and grade. However, I'm looking for a way to make spells require the corresponding perk to be cast. (for instance "Healing" will require the Novice Restoration perk.) Without the required perk, I want the spell to be greyed out in the spell menu. So, just like Shouts require Dragon Souls to be unlocked, spells will need the corresponding perk.

I was wondering if this is possible by just editting the perks in a way, without having to touch all spells. (Which could be a serious hassle otherwise, as I want to keep compatibility with other mods that add spells.)

I am not an expert at scripting at all though, so I honestly have no idea how to make this work. Maybe by using a "quest" or something?

Any help would be greatfully appreciated.
