How do you safely make the ~ symbol work in a pc. I have tried it and it will not work.

You have to press Shift + ` to get ~...

Seems like you managed it already...

My guess would that you may be using a laptop & if that's the case you may need to disable any possible IR drivers via the device manager to be able to access the console.
