Makings of a notable MMO

This is an open question both to gamesas and the other board members.

How is Project V13 going to make itself stand out among the dozens of popular MMO games?

Is the plan to use the traditional grind wherein a player will have very specific ability to function in their role depending on a "Level", where a character for example can trivially kill several dozens of "Baby Radscorpions", be significantly challenged by one "Young Radscorpion", and find it downright impossible to fend off a single "Large Radscorpion" even in a group of similar level players?
Similar to World of Warcraft

Embrace the FPS part of Fallout where skill along with equipment are among the most deciding factors, with level playing less of a role?
Similar to the old MMOFPS [url="http://www.youtube.com/watch?v=0Twyfcncurg"]PlanetSide[/url] or Fallout 3?

Somewhere in-between?
