I believe the perk is only for females

If there was a male equivalent it would be called 'Lady Killer'.

I think the point is that male characters cannot take a perk that gives them extra damage and persuasion options with ~male~ NPCs. Sort of like the New Vegas Cherche La Femme perk let women seduce women.
