Who might be mentioned, but given the way the game (and he) ended I think it's fair to say we won't be seeing him.

We killed him in oblivion, so no we won't be seeing him.

More than likely we'll get to read a book or two about him though.

I hit him with a 3x sneak attack arrow at range just beyond the point where his dialogue is triggered. He was dead before his body guards knew what was going on. Only problem was, my CM companion rushed in and got stuck by falling ruble and never made it out of the realm with me when I hit the door.

We didb't see Dagoth Ur in Oblivion, nor did we see Jagar Tharn in any Elder Scrolls game other than Arena, and why would we? Seeing as these antagonists died at the end of their respective main quests, and the same happened to Mankar Camoran, for that matter, his Paradise, which he was in at the time he died was also destroyed after words, I seem to recall, and unlike the player, he didn't appear back in Tamriel, so I think we can safely say that Mankar Camoran is dead and won't be coming back, and we won't see him again.

I wouldn't be at all surprise if we heard of him, of course, it's pretty normal for sequels to reference events from their predecessors, especially when those events lead up to the events of the sequel, and if you reference the Oblivion Crisis, one would expect the person behind the whole affair to be referenced as well.

I'm certain we will hear about him. Heck, there may even be a in-game book about him with it being 200 years after Oblivion.

Mankar i think was the best villain in the history of video games due to the fact the he was not a cliche and his views were grey

Unless we come across some old mystic dawn text, I doubt it. The public didn't know who he was to begin with, and he was hiding away in his "Paradise," so I wouldn't expect it.
