I'd say its difficult to comment either way. One might assume, with the theory of Aedra being infused with Mundus, that only those divine beings who make up part of the composition of the mortal plane (in the form of the 'Earth Bones') are able to be mantled and allow otherwise ordinary mortals to ascend to the realms of godhood. But, then we have the matter of the Hero of Kvatch and Sheogorath. The ending of The Shivering Isles perhaps implies that the being that is Sheogorath up to that point passes the baton onto the CoC and they in turn perhaps replaced him as the Prince of Madness.
Maybe Daedra can be mantled but, because they are not intrinsically tied to Mundus, they need to give their consent or blessing to the mortal that might take their power. Aedra, through the Earth Bones might be seen as a resource, rather than a fully omnipotent god, so mantling them requires less effort, because they might not be aware of what's going on. Daedra mantling might be achievable but just more difficult because they are more likely to know what's going on... *shrug
