I'm talking about Fallout 2 to clarify and since there's no technical section for the old Fallout games I posted it here. But he is already in my party and for some reason I can't talk to him anymore. The dialog icon shows up when putting my cursor on him but it won't initiated dialog. Is there anything I can do to fix him? I am using the default version that comes with the Fallout Collection bundle that comes with Fallout 1,2, and Tactics.

Did you apply the patches? If you're using the White Label release then you have to go to the Bonus section of the disc and install the official patches manually as the games in the White Label collection aren't pre-patched on install like the later releases of the games were.
