Markarth Forsworn quest broken? : V

after finding the clues i need it directs me back to the Talos shrine to meet that guy who gave me the note. when i get there he is dead with an empire guy with two guards standing over him. the empire legate dude just tells me to go join the empire and walks out. looks like i cant complete the quest now. the quest arrow is stuck. annoying.

It wasn't broken for me.

The 3 guards gave me a choice of surrendering peacefully or being taken to a high-security jail. From there I think there are multiple ways of 'escaping'.

Maybe your problem is because you have an empire dude and 2 guards. I had 3 guards.

yeah that never happens for me. just a quick lecture about the empire then nothing. the guards just stand there.

If you have any saves (or autosaves) close to that point I would try to load them up, wait a few hours in-game and enter the shrine of Talos again.
Other than that I don't know what you could do.

common bug, check uesp for this quest and you will get a discription that matches, dont know if they offer a solution but i hope you save often.
