I completed a quest for the dark brotherhood in markath but got spotted killing the person. Fled the city, came back heaps of quests later, guards approach me and i click the go to prison option and they won't take me, the convo keeps resetting. Others seem to have this problem but it is in relation to a different quest.

pick the pay bounty option.

Show no mercy to that traitor Igmund and his thalmor masters. Dogs more like. he keeps them around too.

I cant pay it, there's a i'm with the guild option but that won't work either, the only other choices are, I've been framed, go to jail, or to kill the guards.

Try killing one guard then surrendering, that works for me sometimes.
