Such a system existed in WoW, as difficult as it may seem, it makes the game experience look less static, for example: after ten million hours of playing the game, just when you think you've had it with dragons and with all the same events and can't find something new for yourself, just then, it's a holiday, suddenly there's a fair in town, or the cities are being decorated in celebration for the ones that fell in battle in order to honor their deaths and celebrate their victory.
Think how cool it would seem to have a day marked in the calender the day you've beaten the great big ugly dragon-god, I'm sure Skyrim would be thankful. Plus, if the whole world was in danger and you managed to save it from ruins, then I'm sure (logicaly) everyone would celebrate that said day (think Independence-Day).

It could be accomplished by providing the game with a calender, forcing events to happen during a certain day or along several days. Making the events trigger active when a certain day of the year comes along.
Let's say for instance, that it could also give you a chance making friends with people and knowing the culture and history of Skyrim better, with actual actions and not just static lore.

Personaly I would be satisfied with even 2-3 holidays XD that list above kinda scared me. So I take it you agree with me :P

Party all year long!

But yeah you'd need to make quite a few holidays to make them interesting. A year doesn't go past quickly in the game, so it shouldn't be a super rare occassion.

I'm sorry Sir, economic depression hit the remote province of Skyrim hard. We can give you paper-maché now and we'll plaster it over with first grade quality mud later. How does that sound?

10th of First Seed, Happy Birthday. Things are a bit tight now, what with wolves eating all the sheep, but we had a whip 'round and got you some calipers and a lovely matching set of tan cups.

Seems like they are already made up, the Daggerfall list could easily be modified. But the amount of dialogue for all that holidays would need to be big I think. So I doubt that will happen.

Everyone gathered in the town square or in the inns... that sounds great for me thief. I'll be celebrating in their houses... or I'll watch them fools hidden in the shadows and shoot one of them with a flame arrow to see the crowd reaction :evil:
Oh boy, don't want to get my hopes too high but if that radiant ai. is finally what it should be, this game will kick some s!

I'd love to see holidays! I rp holidays in Oblivion and Morrowind anyway.

However, I feel there should be a realistic amount. I just had a peek at the Daggerfall holidays and holy hell there's a lot! Obviously they're regional, but still.

I'd like Saturalia at least.
