You can only use that method on people who are both trainers and followers. Since Balimund can't be a follower, you can't use the method with him, nor with any other Smithing trainer. In fact, it doesn't work on anyone except Faendal and the Companions, and only if you don't have a recent release of Unofficial Patch.

However, you can use a pickpocket method to get the gold back, within limits. You can also reverse pickpocket a Paralysis poison, and then use the 100% pickpocket cheat to get all the gold back.

The "asking if his shop made money" actually generates new gold. It doesn't return the same gold you spent on training.
