I don't see why all the hate for revisiting places we've already been. I would be glad to see a new place or revisit an old place. If reusing bits from past games is so offensive to people then why are we all so excited for a game with a 5 in the title. Why not scrap Elder Scrolls all together and make a new franchise?....oh yeah, b/c we like to see how the world progresses, we are already familiar with the races, the lore, the creatures.
There is a richness to this franchise that would be a waste to just toss out, and it is possibly to similarly make cities we're seen in the past both exciting with new content and sights but deeper and more expresssive of the lore by having changed over the last couple centuries from the events that occured in the areas.
I'm not saying that we need to reuse an old area, but there are distinct advantages. Say for example they wanted to have an expansion what focused on an city that some dragon has rosted to a crisp and turned that region into their dominion with lots of dragonlings and other subordinants. We could have it set in a new area, perhaps Elinhir in Hammerfell, but our 1st impression of that area would be a roasted destroyed vista and this the loss of the city be less impactful. But if Bruma, a city that likely 3/4 of Skyrim players would have seen before, were used the destruction could be more impactful. A couple unique bits of landscape or even sections of city could be intact and used to house eggs or treasures, helping players visualize where things used to be, but all enemies and quest and most the scenery would be different. Resistance factions could be holed up in cavers that in Oblivion were full of baddies, allowing for continuance of the game world.
