Massive, localized(?) framerate drops in exteriors

I have been setting up a new modded install over the course of several days now, trying to be as careful as I can and doing incremental ingame testing for every few mods I add. Now I notice while wandering the exterior worldspace that sometimes my FPS goes into the single digits while the camera is facing a specific direction. It seems to be triggered after wandering a certain amount of distance. It's also very inconsistent. For example if I save near an area where I have this problem, then load the game again and look in the problematic direction it's suddenly all smooth again. This makes it much harder to properly troubleshoot. I have found one area though where I can consistently reproduce these framerate drops, and that's facing Half Moon Mill from the south.

I figure this problem must be related to either landscape or LoD. My uGrids are the default value so I doubt that's the problem. I haven't installed any landscape texture mods either so far. I've only used Verdant Grass and Simply Bigger Trees, and I've tried disabling both of those. I have also tried disabling Enhanced Lights and FX which also introduces exterior edits, and finally even Climates of Tamriel just to be sure. Disabling all of these together helps a bit, but the bulk of the issue persists. I have tried retracing my steps with regards to mod installs but so far the root of the problem still eludes me. I have an ENB active, but ticking off UseEffect doesn't alleviate the issue either.

Sounds like you are hitting a resource limitation.

I figured out what the problem was. It was in fact my ENB. I only discovered it after removing the ENB files, since disabling it ingame didn't make any difference. I am using a different ENB now, and although it is significantly more resource-heavy than True Vision, I am not getting those extreme dips I experienced. Wish I knew what kind of specific feature within the ENB was causing these problems.
