Master of Light Armor doesn't seem to give 50% increase : IV

I've attained Light Armor mastery and received a message that if I am wearing all light armor, I should have a 50% increase in protection. When I view my protection stats, this doesn't seem to be the case. For instance if wearing all light armor and just one piece of heavy (Daedric boots) I have a protection value of 47. When I take off the heavy boots and put on light I would expect to go up to around 70 protection instead it goes down to a 46. Any thoughts as to what I might be missing?
