Expert/Master Robes of Destruction/Conjuration ect. become available for purchase or to find? Where can you find them or buy them?

Also, about enchanting; some of the available effects to me right now @ Lv. 60 Enchanting are "Fority *skill* + Magicka Regeneration". My question is once I am level 100 and can add two effects to an item, will this enchant count as only one? Meaning I can also add a +Magicka enchant or whatever.

Basically, will I be able to create an improved version of the Arch-mage robes with +150% Regeneration, +Magicka, AND +Skill?

Is that even possible?

I would go for spell cost reducing enchantments, as magicka regeneration bonuses do not work in combat.

I suspect the effect reduce destruction + fortify magicka regeneration is one effect.
It is listed as one on the enchantment altar.

whenever your level in magic is high enough to cast those level skills i suppose. check your talent tree and see when you unlock master and expert perks in your magic tree

I'm level 78 or so in Destruction right now, maybe I'll go check again. I assume they come from the destruction mage at the college right?
