I am now listed as a master sneek at LVL 9 with the Black Hand Robes I am at a level 94. But I have noticed I can walk right up to people before they can see me, and some actualy have to trip over me before they notice me. But the guards in any city can see me over 100 ft away ???? I can be in sneak behind an object and they can still see me ? Whats up with that ??

Some NPCs are just more aware than others. Guards are more aware than most, that's why they are Guards.

Sneak detection increases with the sneak ability of the detector, as it decreases with the ability of the sneaker. Guards are sneaky themselves, so they do better at it.

You're a sneaky-looking sort.... You need 100% invisibility for the guards to ignore you. Even at 100% Chameleon, they will be aware of your presence, but the eye will not light up as long as you maintain 100%, in their presence. You get chances to recast spells and drink more potions when you break their line of sight. Darkness and shadows are your friends.
