For some reason, I am not allowed to get the Q-35 matter modulator from the storage pod in locked room.

I've seen vids of people looting it and it is floating in the air; however, for me it's just laying on the floor.

To my knowledge, all terminals have been hacked and I have explored all floors.

What monumentally stupid thing am I overlooking?

If it matters, I'm playing it on PS3.
