Pretty much just as the description says, i would apreriate any help you guys/girls can suggest me. I did alot of research but most everything was out of date or left out some ini edits that seemed like they should have been mentioned. I got a new rig and it can handle most everything, i already got qtp3 and all the LOD enhancing mods. Now i want MOREEE!!!

I haven't played the game for well over a year, but as far as I know, QTP3 and the LOD mods were it. I guess you could force AA if you haven't already done that, but beyond that, I really don't know.

Give this thread a thorough read:
http://www.gamesas.com/index.php?/topic/881204-the-oblivion-performance-project-topp/page__hl__topp

Some .ini settings are suggested towards the bottom of the first post. However, the mods suggested are also very helpful.

Streamline
Operation Optimization
Oblivion Polygone Overhaul
LowPoly Grass
Oblivion Stutter Remover

...just to name a few that has help my performance tremendously in the past on my older systems.

A fair number of ini edits are esthetic value only, and 'best' setting vary by taste. Most of the 'prettyfication' stuff you can do in either the oblivion launcher options, or, the ingame options menu. There are settings for water quality/clarity, etc, but, yeah, just a matter of taste.

Really wanna make things look good/beat the crap out of your video card? Mods. Texture packs, LOD mods, things of that nature. :D

Some of my favorite .ini edits are:

iMinGrassSize=110 or 115
enable all the UseThreaded values
bUseHardDriveCache=1

If you have larger amounts of RAM then
uInterior Cell Buffer=16
uExterior Cell Buffer=102
iPreLoadSizeLimit=104857600

iNumHavokThreads=5

The above can help improve performance even on good systems.

One line you might want to consider changing is fObjectLODMax. It determines how soon objects will pop up into the game. The default is 15 but you can double that to 30, then adjust your max objects distance in the game options. There's a line for actors and objects as well. Don't bother cranking it up any higher than 30 though as only rendered cells will be visible anyway, and that's determined by the uGridsToLoad setting. You DO NOT want to have that setting past 5 as it will cause problems in your game.

You can also adjust your fGrassEndDistance setting as well your fGrassStartFadeDistance to have grass appear further away. Again the maximum is determined by how many cells are being rendered, so anything beyond 12,000 or so isn't going to make any difference. Also keep in mind that anytime you go into your game options screen then quit the game, the value will be rewritten to the default maximum in the ini file. If you use Streamline though, there is a setting there that will allow to remain fixed in your game.

enable all the UseThreaded values

No you don't want to do that. Enabling all of those can seriously screw up your game, causing lag and messing with AI routines. The game does not handle multi-threading very well, you're much better off just leaving those at default values. Using Hard Drive Cache can cause issues as well, increasing the loading time when loading new cells and sometimes causing the game to crash.
