Max XP

Why does it tell me I'm at max XP and I can't lvl up past 20? Does anyone else have this problem or am I doing something wrong, can anyone help me with this please?

You need the add-on Brotherhood of Steel to raise your level beyond 20.

You must be new around here. You need Broken Steel to go pass 20. But you only can go up to level 30. It should of stay at 20 if I have my own way.
