Meaning of....

What does "Nu-Mantia" mean? I know it is a person but it is used in the Mythic Dawn Commentaries Book One:
"Palace, hut, or cave, you have left all the fog worlds of conception behind. Nu-mantia! Liberty! Rejoice in the promise of paradise!"
I looked the word up on Imperial Library and all that came up was the Nu-Mantia, of the Sphinxmoth-Inquiry Tree. I then looked it up on a dictionary and all that came up was:
"a Celtiberian town (now Garray), near modern Soria in Spain on the upper Douro (Duero) River."
So does it actually have a meaning?

Edit:crap! Sorry! Nu-Hatta is the guy not Nu-Mantia

Then the Nu-Mantia Intercept could be written as the Liberty Intercept?
