That could depend on whereabouts ingame you are, although some shopkeepers do sell the various magazines at least occassionally. Having said that there are three scattered around Goodsprings.

Meeting People is one of the harder magazines to find.

I think there's one in the clinic.

I'm pretty sure you can buy one or two from Julie Farkas if you've donated enough to the Followers.

The FoA would be more than likely to have them.
