so i restated the game and im going to the super duper mart and i run into a enclave soldier north of megaton and west of the SDM at a blown out farm house. ive never gone this way so early in the game before, is this a bug or an easter egg? he was hostle

The random Enclave soldier showing up is just a bug. Have you beaten the main quest before?
