Orcs are Mer folk descended from Aldmer (First Folk) which all races of Mer descend from. They were corrupted because of Boethiah "ate" Trinimac and turned him into Malacath. Their followers were all changed because of this and became the Orsimer. Influenced by Daedra? Yes. Actually part Daedra? No.

The same thing with the Dunmer, except they were directly cursed by a Daedra unlike the Orcs who were just simply "victims" of following the wrong god at the wrong time.
