Why do you need 7 PER for a Melee character? O_o

Don't understand why you need to focus on 2 combat skills.
We only get a certain number of perks this time around, create your character to fit the role you have in your head.
Meaning, if it is Melee oriented then ditch the PER, there's no need for it.
Creating a character with Melee/Explosives hybrid will make it rather mediocre and you might not be able to pick the perks you want for it.

It's better to specialize in one combat skill than to be "okay" in two.

Well I actually don't know what you're going to do. (Sorry. :P )
Because I'm going to roleplay after my first playthrough and I don't decide SPECIAL depending on what combat skill they prefer.
I balance it out to fit the character I've pictured.
Whether or not I'll get the perks I want is not up to me but rather up to the game. :)

I'll come back in a couple of minutes when I've had some time to think on it.

I never did melee in FO3 but this time around I will be. I look forward to hacking off limbs with the tribal pack.

i got that 1 too.
im thinkin bout making either a martial arts type character or a jedi/samurai. i was a gun nut in FO3, after 200 hours of headshots its time for a change.

I'll do an unarmed/melee character for my second or third playthrough. With all of the new options for those skills I might be able to play without ever picking up a gun. Also, instead of making this guy only have brute force without any intelligence, my 3rd tag will be Science or Medicine and I will max out my intelligence.

Exactly. I don't want to have a typical dimwit strong guy. I'm thinking that maybe he began using his Science and math skills to figure out how to use his fists to defend himself optimally (calculating force, studying anatomy to find the best spots to hit, etc.) . Because of this, he spends a lot of his time training rigorously, and because of his raw strength, he can do a thing or 2 with melee weapons.

I'm planning a Melee/Unarmed build for my second or third playthrough. The new perks seem to make Melee/Unarmed an extremely viable option. +30% swing speed, being able to attack through blocks, negating 15 DT, knockdown chances, plus good old Ninja and Paralyzing Palm. Should be awesome. Can't wait to choose Pyromaniac and go to town with my Shishkebab.

Ok, pure Melee character.
S 10 (In case we get +damage for each point)
P 1
E 10 (You think you're going to last long when you need to run up to 10 people wielding guns?)
C 1
I 7 (For skill points)
A 1
L 10 (critical hits for the win!)

This is as pure as I can make it.
Sure it has some downsides but from a combat oriented perspective this will be top class.

From a more balanced perspective.

S 8
P 1
E 8
C 5
I 7
A 3
L 8

I do believe PER is a dump stat for close combat oriented characters.

Caesar's Legion, hardcoe

Traits: Kamikaze, Heavy Handed

Favorite Skills: Melee, Sneak, Unarmed, Survival

Favorite Attributes: Agility, Strength, Intelligence

Perks:

2-6 Swift Learner
8 Stonewall
10 Super Slam
12 Silent Running
14 Purifier
16 Piercing Strike
18 Action Boy
20 Ninja
22 Grim Reaper's Sprint
24 Slayer

It is worth pointing out that a lot of the good melee perks require some (or a lot) of points in Unarmed.

I'm not going to have a melee character, but I really want to use the Blade Gauntlet and see it's VATS attack.

maybe, ive been playing these games ever since morrowind and one thing ive learned is that melee can grant huge rewards if you invest in it. u just have 2 build a strong character. FNV will run on the same principals as the old school D&D's. just gotta build your character right. mine is gonna be a tank with high survival and medicine skills. Im trying to make the fallout equivalent of a paladin. Im just dying to see what we can make at a campfire, thats the alchemical part, i see it playing a huge role

Pretty much. The only people I've ever heard complain about melee svcking were the ones that put a few points into it for their firearms character and got upset they weren't Conan reincarnated. If you plan your character out, as in REALLY plan it, it can be VERY effective and I think considerably more fun than a guns character. This has been true for all Fallout games in the trilogy thus far.
