Mentats and INT of 10 : Fallout 3

Sorry for the noob question, but if I have an INT of 10 and I take a Mentats, do the related Skills still get raised 10 points?

Mentats only raise Perception and Intelligence by five to a maximum of ten.

If your INT is already ten, then you'll only get the Perception boost.
