I really need help with this game breaking glitch. First off I must start out that i've tired all the usual ways of fixing glitches, waiting, un moding, etc. However Mercer still refuses to give me the quest speaking with silence. I have done the previous quest, I went to him to start the next one and he just stopped talking to me and will not longer talk to me. The quest is not in my log, I tried going to the location to see if that would jump start it but that didn't work either. I really am at my rope here trying to get this to fix. This is on my sneaker character and I really do not want to have to restart just because of this one glitch.

Anybody? I've been trying to fix this for days now :/

One option is to check that the the previous quest finished properly.

Open http://www.uesp.net/wiki/Skyrim:Console and type in

getstage tg04

The stage should be 200 if Scoundrels Folly completed properly.

If it's 60 or less the quest is still considered open and Speaking with Silence won't start.

You can try using the console commands at the bottom of http://www.uesp.net/wiki/Skyrim:Speaking_With_Silence to force the quest to start.
