How do i go about making a merged list plugin now a days?

I'd suggest using either Wrye Mash's http://wiki.theassimilationlab.com/mmw/Wrye_Mash#Merging_Leveled_Lists or tes3cmd's http://wiki.theassimilationlab.com/mmw/TES3cmd#Multipatch. I'd say to give the latter a go as it contains more than just merged levelled lists.

Neither need a resequencer.

I downloaded wyre mash from nexus but i cant find it..what am i doing wrong?

If you mean the Mashed list plugin, it's located in the Extras folder.

I downloaded tes3cmd i put it in my data folder...click on the exe and a box pops up and closes...what am i suppossed to do...this wasnt around back in my day i believe horatios tool was.
