If "done right", sure, mermaids could be cool. If "done wrong", they could be horrible. (I think this is true of just about anything.)
I'd dislike generic mermaids that were just half-nekkid fish people. But there are some variations that could be cool. They could have a weird seaweed- or scale- or stone-like covering over their bodies, or be made entirely of living ice. They could be the infamous weresharks (note that TES werewolves are kinda half-man half-wolf when in "werewolf" form). They could be powerful casters of Illusion magic, capable of nearly shutting down the player. They could draw partly on the Irish tales of Selkies, which are sort of seals that shapeshift into humans by removing their skins, and have a lot of rather dark stories associated with them.
P.S. To all the folk saying the waters would be too cold: Fish actually thrive in cold water. This is because more air can be dissolved in cold water than in warm water (think of how soda goes flat if it gets warm), and fish need oxygen just as much as you do, although their method of obtaining it is very different.
If the mermaids were more fish than man (which I'd prefer), putting them in cold water would make plenty of sense.
