I've messed up with my stats

Hi guys, I was looking around and checking my perks and I realized I messed up my special distribution.

When I opened the special book, I added
+2 to luck
+1 to charisma
+2 to intelligence

I would like to know if by using the player.modav cheat I will get retroactively what I should get (e.g intelligence + endurance).

Also, I'm looking around for a way to make the bobblehead just add the +1 bonus no matter what your current value is, so when I get the <> perk, I can have my stats raised to 10 without metagaming.

Sure, if you use the console, you will change your SPECIAL. It's not going to give you the Skill Points or whatever that you did not gain on earlier levels.

I am not sure what you mean about the bobbleheads, if your SPECIAL is below 10, then you get the point.

So basically I'm looking around for a way to avoid this "metagaming" thing ;)
I would like to get the bobblehead whenever I want, not just after getting this perk.
