No, they are working with the content providers (i.e publishers) and they want to rip off their customers. I mean there's really no other reason for this mandatory Kinect and always-online other that screwing over their customers.
Used games restrictions are just the tip of the proverbial iceberg there. Microsoft crammed a lot of surveillance "features", DRM and restrictions into this console up to the point where it's more of a Spystation. All which the PS4 won't have. Even my friend, who is a big console enthusiast and a bit of a Xbox fan-boy, will get a PS4 instead of the XBone.
Well, that was true for the NES, but modern consoles are just dedicated PCs anyway. With all that patching, bugs, save-game issues and whatnot. Besides, I've played all the Fallout games and I've never had any problems with them. Both on Windblows and even on Linux.
Having said that, I think games like Fallout3 and other TES titles , are really more suited for a PC. That's the reason why would never try to play them on a console. There are enough other titles which are far better suited for console gameplay.
