Its the difference between not being in the Midwestern Brotherhood and being within the fold of the Brotherhood however. Especially to religious zealots like the Inquisitors. Since the town isn't Brotherhood citizens, their lives are considered expedient. So basically, once you are in the Brotherhood you are in. Or if you are in a town under their control, they also consider you one of their own.
That said, no-one has to be mean to anyone in the town. Be as polite or as bad as you like. I thought Ranger's post in the store, for instance, was really good. Definitely showed alot of character.
It'll be interesting to see Redfield's continued take if someone gets rough with the townfolk.

As a side note, I'm having a blast RPing these old-western rural types. The Sheriff's response to Truax is going to be interesting to write. I'll respond later this afternoon to everyone.
