A friend who also loves this game recently bought it for the PC after having played it on Xbox and wanting to try out modding. He was anxious to buy during the recent sale so did so anyways, but asked me what effect it could have on his game if the minimum specs name 2.0 GHz and he has 1.9 GHz. He's since played and encountered no noticeable problems, but I thought I might go ahead and ask what effects this could have on performance, stability, or even his computer.

Should he still be able to manage (albeit on low graphic settings) or is this something you guys wouldn't advise?
