Miniture Argonian clipping issues

Decided to fire up the construction set and refresh my modding abilities by creating a new race, a miniature version of the Argonian I've named Histkin.

Anyway I've set the model height to 0.60 and have found that it suffers from clipping issues when it should be interacting with a static object, such as a table. The second issue is that when going up stairs and through doorways, nine times out of ten, it'll just stop as if it hit a wall.

Is there any way of curing this problem or is it an inherent issue with the construction set's scaling down vanilla character models?

I'm also trying to track down a mod which had a leather back that resembled a leather patchwork sack with a strap running from the left shoulder down to the right hip. It was one of the few backpack items that I liked the look of and made my characters actually look like they were hauling around all the loot they had acquired, rather than having magic pockets.

The clipping issues happen with any race below a certain height. Mog*Mod was rather notorious for this, and the fixes consisted of one of two things: making them taller or making them taller and then using the setscale command to make them appear shorter in-game. The stair issue can be gotten around by toggling collision, but I found it easier to fiddle with scale instead.
