I've seen this in F3 and F:NV and it's not a big problem I just wonder what's going on. Sometimes when I see NPC's. (Dead, living, sitting, walking, man or beast, doesn't matter) By the hands I see a quick box of blue, red, green or yellow blink to and vanish. What is this? Never saw anything like it in Oblivion so I'm guessing it's something "recent"

Seems like its just an anomaly. Usually happens when there is a graphic's conflict or it's barely meeting the graphics needs. Could be caused by so many different things that a list would probably be more detrimental than helpful.
