Minor performance issues - which mods to disable?

I've been having minor performance issues (particularly in towns) in Skyrim. Which mods are the most demanding but not that 'necessary'?

nVidia Geforce has optimized the game for my setup and drivers are up-to-date.

Hopefully you have addressed the issues in your Bash list.

As to your issue, my first suspect would be any mod that adds NPCs

What problems do these issues cause?

At least not to my knowledge I haven't installed any mods that add NPCs.

There is a reason why there are not many NPCs in the game, they are the biggest scrip load of any element in the game.

All these mods add NPCs, whether they add NPCs to the towns or not I am not sure of, I don't use them

But, you really need to fix your mod issues that you have right now before you try to figure out why your getting slow downs in the cities.

As CCNA has already stated, Mods that add more NPC's, and Mods that add extra items to NPC's should be looked at first. A Clothing and Armor retexture can make a Game noticably slower in Towns, even with Your GPU. Lighting Mods could also be an issue, but can be tested by waiting through a day/night cycle.
