I'm trying to complete the game through the minuteman, and I just became flagged as an enemy to the institute. Upon returning to sanctuary I immediately gave Sturges the holodisc information, and talked to preston garvey to trigger form ranks. here's my problem.. I already have 12 settlements established, but the quest is not progressing. Every time I talk to Preston he sends me to a settlement I have already gained the allegiance of, and completing the task assigned to it does nothing to progress the quests.. Anyone have any ideas?
