Mankar Camoran's philosophy was about returning to the Dawn Era and becoming higher powers, right? The Dawn Era was a time of great chaos until Adamantia came down and formed the Zero Stone. Given Mankar's association with Dagon and the Commentaries, he's about as Padomaic as you can get. Nu-Mantia, Liberty!
Miraak, on the other hand, seems to focus heavily on order and stasis. He's about overturning a world of chaos and making it peaceful again, sort of like Jyggalag and his "no free will" ideals. Miraak getting his way would mean that no one gets to choose their actions. They all serve him, so he would choose for them as a sort of artificial fate.
I think Miraak wasn't against the idea of fate. He was against the idea of the strong being bound by fate. Those who were powerful enough could prove themselves worthy of holding the reins of fate. This meant slavery for everyone else, but hey. It's not his fault they couldn't become powerful enough to be worthy of holding fate.
Does this make Miraak sort of an Anuic Mankar?
