The guards are not actually real people. They are mystical beings that transcend the boundaries of life and death. They know and see everything but would rather not reveal the secrets of their knowledge.

Man, those cults sure panned out well for the Dragon Priests, Mythic Dawn, 6th House, Miraak, Hakron, Black Worm...

Only thing that ever panned out well was the Talos cult, and its hard to raise yourself up as a living god without some hero coming in to wreck your collective asses with extreme prejudice.

I'm going to go with gameplay limitations. I like to think that a few small cults honoring the DB/whatever have sprung up in places, but you're never going to see them because it would be a [censored] to write. What would you do with a cult, anyways? You're not a Sith Lord.

I'd like to see them try. The last quest I did was the Falmer language translation one for the Thieves' Guild, and I wound up in a pitched battle with the entire Markarth City Guard in the open area before the city gates, and I killed them all. There was at least a half a dozen corpses strewn across the ground in a big jumbled pile.

Only villain I think that didn't invoke this in game was Dagoth. Still didn't help him out much, but even he wasn't naive enough to think he was completely untouchable.

What would you do with a cult, anyways?

You can send your devoted followers on missions for you. Their worship can make your health, magicka and stamina regenerate faster. Those are just a few benefits of having your own cult in Skyrim.

He did think he was untouchable. He tells you himself during the final battle.

There's also a line during his little conversation that he only thinks he'll be victorious, but isn't entirely sure (Though its been awhile since I last fought him). The gloating promptly ensues of course, but its more than what we typically get out of a villain.

It's been a few years since I played Morrowind also. But I do remember him mocking the players attempt to damage him.

Well the thing is about Dagoth Ur is he was untouchable because of the heart, he didn't expect the Nerevarine to last long enough against him to even reach the heart and didn't even think the Nerevarine knew how to use the tools, but I blame his cockiness on the heart rather then his actual personality. I see Dagoth Ur as two entities, you have Dagoth Voryn's personality then you have the possible personality induced by the corruption of the heart. Basically dual personalities.

My favorite is when one partucular Dragonborn of mine, after completing both the Main Quest and Stormcloak quests, decided to join the companions. I walk in there wearing the skins of the dragons I'd slain, go to their leader, and ask to be in his club.

Farkas: Who is this milk drinker? I've never even heard of him.

Then he wanted to "test my arm". Poor Farkas, I was already 1-shotting giants at that point.

yep stuff like that is incredibly anoying, if farkas isnt essential he would be dead before he can even finish his speech

The way I see it Milk-drinker is essentially the Nord term for outlander, even though its pretty stupid because there are people that have the right to call nords milk-drinkers and whiners.
