I was on the quest "Mass Fusion" for the Institute. I was up the the teleport to Mass Fusion stage when it vanished from my quest log all together at some point, except I could talk to Proctor Ingram to tell her the Institute wants me to grab the Beryilium Agitator and start the Brotherhood's version.

The Brotherhood version tells me to talk to Justin Ayo but he doesnt have any conversation options regarding it,

I tried using the console to set its stages but nothing happens, checking its quest stages shows that all stages are currently dormant, I can complete the quest via its quest ID but I dont know if that would let me continue the storyline as nobody gives me another quest to do.
