Am I missing something or...?

Are there NO quests you can do for Legion? I mean pre-Mark of Caesar, that is. NCR has a bunch of quests you can do, practically everywhere you go has something they need a level 15 stranger to sort out. That's cool and all but seeing 'NCR Fame Gained!' makes me want to kill everything in sight. I want a NEGATIVE NCR rep but it seems like to do that, you have to miss out most of the game. I feel like it's a bit of a cheat to do the NCR quests and then kill a bunch of soldiers to make up for the rep gain. :/

The ONLY quest pre-MoC is Cold Cold Heart. I understand the reason why story wise, but from a gameplay perspective it really detracts from the experience for a Legion player. I havent tried it, but I SUPPOSE you could do the Nelson quest in Legion's favor maybe.

I doubt you can do much for Legion before Mark o' Caesar. You might able to help them at Nelson though.

With the Legion I can see a good case for having more quests, since they're trying to destabilize an entire region at once and can probably use some help with doing so, however in House's case there really isn't anything else he needs you to do, beyond retrieving the Chip so he can upgrade the Securitrons and getting the ones under the Fort up and running, so further quests wouldn't really make sense.

If anything, what I've seen over multiple runs has me thinking that the NCR has too many quests, because their incompetence has been grossly overdone for the player's benefit. For example: even someone as apparently clueless as Kimball is would have long since realized that Oliver is not fit for a major command and replaced him with either Hanlon, Hsu, or Moore, with the direct result of removing almost half the quests as they involve things that no commander worth his or her rank would ever leave untended*.

*I am aware that the NCR is overextending itself by being in the Mojave in the first place, but that's a pretty (even very, in some cases) thin cover for the situations of some NCR outposts.

You can do Nelson Pre MOC.

Also, you can Subvert that one mission where Sgt Astor at Camp Searchlight asks you to bug Cottonwood Cove and instead tell Aurelius of Pheonix so the Legion can mislead the NCR into a Trap or something.
