Probably. That is what happens when you wear things that don't go together. They clash. The only way to not have this limitation is to remove the armor stats and have clothing be purely cosmetic like in Fable. Since I'm sure most of us don't want that you will have to suffer with the rest of us
In the trailer, you can see that Dovahkiin has a pauldron on his left shoulder, but not his right shoulder. Which screams to me that Pauldrons are two separate pieces again.

Or one could infer that pauldrons were added to the main armor, and that particular armor only has one pauldron as a stylistic approach.
They could make it look good by letting you dye your armor.
Hmm... I have a hard time imagining my Orcish Armor being pink?
I found it quite annoying in Morrowind when I couldn't find some of the pices of armor that matched. So if I wanted to have the best protection my character had to look like a clown...
