Mod Idea: Harder Dungeons

I'm an inexperienced modder and have an idea that I hope someone will either take on or provide me with guidance on how to pull off myself. I like the idea of making encounters in dungeons/caves/ruins more difficult, but without changes to all of Skyrim. I want to be able to walk the great outdoors in vanilla Skyrim, but have a sense of dread when entering underground areas. And some of those dungeons should be vanilla, some harder and some very hard. I like making tweaks to Skyrim, and am not a fan of big overhaul mods. There are a lot of interesting mods out there for de-leveling enemies -- YASH, Skyrim Redone, etc. -- but these are just not for me. I don't want to completely change race stats, re-do the perk system (although some minor tweaks in a separate mod would be great), or change difficulty in outdoor areas. I want to be able to run away from a hard dungeon that's over my head and not have the monsters chase me outside. I'm not looking for a hardcoe combat experience.

In poking around the CK, it appears that I could simply change the Min Level in Encounter Zones. Is it that easy? Or do I also have to go to the Leveled Character list and make changes there? Any guidance from those of you with experience in this topic is appreciated.
