I always wanted to go into a game and have an actual interesting magic system. Not just "Click on this book and be able to suddenly shoot fireballs out of your hands." I liked the way they incorporated the shouts as an actual art that takes effort to grow in. Why not have magic be an art/science?
So I have an idea on how to incorporate an actual "magic school" into the game.
There could be a whole separate questline dedicated to learning the vanilla spells in the game. To start the quests you'd have to be at least on the skill level of novice, apprentice, adept, expert, etc. Upon completing the quests, you would be able to cast the spell. Each lesson could cost an amount of money that would be similar to the cost of the spell tome. Here's how it would work.
Let's start where every character starts. Every character starts with the "flames" spell. (there could be a quest to learn this spell as well but let's hypothetically say that each character somehow already knows how to cast it)

-----Say you'd want to learn the frostbite spell.
Your mentor takes you out into the snow or some other cold environment, maybe the inside of a glacier or something. He gives you a lesson on taking your knowledge of the "flames" spell and using it to learn how to manipulate the power of frost using the same "spray" method.
example of dialogue:
Mentor: "Close your eyes. Feel the flame within you. Now stop - remove the heat from that very feeling. Feel the burning cold of the ice around you and let it penetrate your heart and your mind. Feel the heat of your flames become nulled - now bring it further, and push that lack of heat into a burning cold. Feel the frost flowing from your inner aura, through your veins and out into your palms. Can you feel it?"
Player: "Yes"
(script plays that makes player automatically learn and equip the frostbite spell - or perhaps the player might fail to cast a few times and the instructor keeps motivating him to try again until he can successfully cast it)
Mentor: "Now cast it! Feel your inner frost and barrage the target with a barrage of ice."
Player then casts the spell at the target and the quest is completed. The mentor tells you he will meet you back at the college or somewhere similar when you're ready for your next lesson.

-----Say you'd want to learn the fireball spell/ ice spike (you'd need to know the flame/frostbite counterpart to first learn each one)
You would have a similar lesson - your teacher brings you to his study, gives you a lesson on concentrating your fire/ice energy into the form of a ball or a spike, feel it pulling within your and then propelling forward the energy into the target.

So obviously this mod wouldn't be such a tiny one, but I think it would really make magic such a more wonderful experience. Perhaps a similar method of instruction could be taught to learn perks for both magic AND combat. Who knows.
I have a have a small amount of experience in modding and would be willing to do both the writing and the voice acting for the mod (I'm comfortable in saying I'm pretty good at both), as well as even level design for any custom locations if it really was necessary. The only thing I'm not good at is scripting and creating quests. The more people that would want to help the better!
