[Help] Mod Only Half Working

OS : Windows 7 64bit
GFX: Nvidia GeForce 9600 GSO
RAM: 4gb
CPU:AMD Athlon 64 X2 Dual Core Processor

Story:
While playing Oblivion with OBGEv2 I started to notice some of my shaders working improperly and later on not at all. I asked in the forums but couldn't get a clear reason that this would happen, so I searched for solutions on my own. First I thought to downgrade to the OBGEv2 Core/Shaders that I was using the last time my shaders worked (namely Godrays) but to no avail, so I thought maybe it was the version of OBSE I was using (v19, was v18) naturally I downgraded OBSE back to v18 but still no changes. Then I remembered that I recently updated my Nvidia drivers maybe that caused a problem. So I roll back my drivers and ...nothing, still not working. After countless other attempts to fix my problem, making absolutely no headway I got frustrated I decided to completely uninstall Oblivion (every file with the exception of game saves) and reinstall it.

After the reinstallation I installed some of my mods and checked the game. Not only was godrays Still not working but "Alive Waters" was now only half working. The underwater flora is in it's place but the transparent water surface and clearer underwater vision are still default Oblivion. Worse than that now if I use Unique Landscapes while using Alive Waters or Better Cities the world develops huge holes where the seams between the maps are hanging 2 to 3 feet above each other. Right before the Uninstall/Reinstall I was using all three of these mods together with no problems.
Right now I'm focused on trying to get Alive Waters working properly in the hopes that I this one mod is working 100% that the others will also fall into place. I have never experience anything remotely this bizarre before so I have no clue where to start. So please can someone help me out.


Short Version :
-Alive Waters flora is the only active part of the mod working
-Water surface and underwater remains Default Oblivion
-Causing problems with other mods
-Certain other mods not working entirely
-I am out of ideas on how to fix the problem


I don't know what other info would be useful to help figure out whats causing my issue and how to fix it. So please just tell me what files could help and i'll post them as soon as I can.

Are you using Wrye Bash? Perhaps they have some tags that you need to import or merge.

Also, did you install outside of the Program Files default folder?

Is your Oblivion installed in the Program Files (x86) folder? Maybe UAC is blocking something?

I'm using OBMM v1.1.12.0. so Alive Waters is being installed manually.

Is your Oblivion installed in the Program Files (x86) folder? Maybe UAC is blocking something?


Yes it's in ProgramFiles(x86)\steam\steamapps\common\oblivion. I'm not sure if the UAC could be involved as the mod worked prior to Uninstall/Reinstall but it is worth a shot.

Edit: It turns out my UAC was already disabled. but thanks for the suggestion.

My thought was that during the uninstall some files where left behind and are now causing a conflict in the game. After uninstalling oblivion I deleted all remaining files in Program Files(x86),MyDocuments\MyGames,and AppData. Im still uncertain if there is some residual files elsewhere but I belive I got them al.l
